Ukraine has changed the rules for booking military conscripts: what you need to know

The Cabinet of Ministers of Ukraine has approved changes to the system of reserving conscripts for critical enterprises. The new rules provide for increased wage requirements and a revision of the criteria for criticality of enterprises.
This was reported by the press service of the Ministry of Economy.
The government said the changes are intended to make the reservation system more transparent, fair, and protected from abuse. They apply to businesses, institutions, and organizations that are deemed critical to the functioning of the economy and the state during martial law.
Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev stated that booking should remain a tool to support critical businesses.
“Booking remains an important tool for supporting critical businesses. At the same time, the system must be clear, honest, and protected from manipulation,” said Oleksiy Sobolev.
One of the key changes was the increase in average salary requirements . To confirm the status of a critical enterprise and reserve employees, the salary must be at least 3 minimum wages – 25,941 hryvnia.
A separate approach has been maintained for enterprises in frontline areas. For them, the minimum wage will remain at 2.5 times the minimum wage — 21,618 hryvnias.
The government also clarified the rules for including workers in the reservation quota . Workers who already have a deferment from the draft, as well as part-time workers, will be taken into account for only one place of work.
The Cabinet of Ministers stated that this should prevent an artificial increase in the number of employees that companies can book.
Separately, the government instructed ministries, central executive bodies, and regional military administrations to review the criteria for criticality of enterprises within a month in consultation with the Ministry of Defense of Ukraine and the Ministry of Economy of Ukraine.
Also, within 3 months, the status of all enterprises that already have the status of critical will be reviewed .
The government emphasized that for the period of reviewing the criteria, the current criticality status of enterprises and the current reservation of employees will be maintained.
It was previously reported that Ukraine is preparing a large-scale mobilization reform , which involves changing approaches to persons wanted by territorial recruitment centers.
