On February 21, 2026, President of Ukraine Volodymyr Zelensky signed decrees implementing the decision of the National Security and Defense Council to apply new sanctions packages. The restrictions apply to 225 captains of Russian shadow fleet vessels and individuals and companies associated with servicing the Russian military-industrial complex.

This was reported by the press service of the President’s Office.

One of the decisions is aimed at combating the Russian shadow fleet. Sanctions have been imposed against 225 captains of vessels exporting Russian petroleum products.

They include citizens of 11 countries, including Russia, India, and the Philippines. Monitoring of the situation in the Black, Red, and Baltic Seas has shown that these captains were operating vessels of the Russian shadow fleet and transporting oil in circumvention of sanctions by the European Union, G7, and other states.

At the same time, the 188 tankers they operated are already under sanctions by the European Union, the United States, the United Kingdom, Switzerland, Canada, Australia, and New Zealand.

“We continue to convince partners of the importance of individual sanctions against tanker captains. Systematic work on a sanctioned tanker is sufficient grounds for consequences. We must discourage the desire to work with Russian oil, because this is direct financing of the war,” said Vladyslav Vlasyuk, advisor and presidential commissioner for sanctions policy.

The second package of sanctions targets 46 Russian citizens, 2 Iranian citizens, and 44 Russian companies serving the Russian military-industrial complex. These are entities that supply, develop, manufacture, and repair equipment, electronic warfare equipment, and spare parts for the needs of the Russian military-industrial complex.

Their products are used in the production of:

  • ballistic missiles;
  • cruise missiles;
  • strike drones;
  • reconnaissance drones;
  • small arms;
  • ammunition.

Also, 2 Iranian citizens are involved in the supply of aviation spare parts and components in circumvention of sanctions. This was done in the interests of the Iranian Aircraft Industry Corporation, which is Russia’s partner in the development and production of Shahed drones and is already under sanctions by Ukraine, the United States, Switzerland, and New Zealand.

Ukraine will share relevant information with international partners to synchronize restrictive measures and will continue to expand sanctions against individuals and legal entities that contribute to Russian aggression.

Recall that Ukraine has introduced a new package of sanctions against companies that supply Russia with critically important foreign components and help establish the production of missiles and drones in circumvention of international restrictions.

Earlier, Ukraine implemented a decision to impose new sanctions against Russia. The restrictions included the Russian Paralympic Committee, the Russian Esports Federation, and a number of individuals.
