Ukraine launches housing program for IDPs at the expense of state property

The government is launching a program to transfer state-owned real estate to provide housing for internally displaced persons. These are properties that are under the management of ARMA or have not been used by state structures for years.

This was reported by Prime Minister Yulia Svirydenko.

According to her, the goal of the initiative is to bring to the benefit of people property that has been idle for a long time without any purpose. The Head of Government emphasized that state premises should work for the needs of citizens, and not remain empty.

The first list has already included 112 objects in various regions of Ukraine. Among them are residential buildings, hotels, office premises and leisure facilities that belonged to state bodies and companies or were arrested as part of criminal proceedings and transferred to the ARMA administration.

The distribution of these premises among institutions dealing with the needs of IDPs is planned to be completed by the end of January. The first families will be able to move into the prepared housing in the first quarter of 2026.

Separately, the government has ordered an audit of property held by the Ministry of Education and Science. Buildings that have not been used for more than a year will be transferred to new managers for a symbolic rent of 1 hryvnia, provided that displaced persons are accommodated there.

In the next stage, ministries, state-owned companies, regional military administrations, and ARMA must submit additional real estate lists to expand the program. The process is coordinated by the Ministry of Economy of Ukraine.

It was previously reported that Ukraine introduced a one-time state aid of 50,000 hryvnias for civilians who were illegally deprived of their liberty by Russia.
