Ukraine launches online gambling monitoring system

On April 23, Ukraine launched the State Online Monitoring System (SOMS), which will monitor the activities of gambling organizers.
The launch was announced by PlayCity .
The system has two parts: an internal part for government agencies, in particular PlayCity and the State Tax Service of Ukraine , and an external part for market operators.
According to the agency’s head, Gennady Novikov , companies are currently being connected and the system is being tested. The first five gambling operators have already been integrated into DSOM.
The system will record all financial transactions—bets, refunds, and winning payouts. The data will be irrevocable once transmitted. The tax authorities will have access to these transactions to calculate income and taxes, including personal income tax and military tax.
DSOM operates via an API and processes each operation as a separate transaction. At the same time, the system does not track user behavior, but only processes bets that have already been placed.
PlayCity notes that this innovation should increase market transparency and will become a key element in the digitalization of the gaming industry in Ukraine.
