Ukraine may partially resume exports of domestically produced gas: what restrictions will apply

Ukraine may partially resume exports of its own natural gas, which were banned after the start of Russia’s full-scale invasion. A draft resolution has already been prepared, but the final decision has yet to be made by the Cabinet of Ministers.

This is reported by ExPro, citing sources in the energy market.

According to the draft document, exports will not be free. Gas producing companies are planned to be allowed to supply abroad no more than 15% of the actual volume of production for the previous month. The final limit will be determined each month by the Ministry of Energy.

The plan is to sell gas for export through specialized auctions on the Ukrainian Energy Exchange. Only those companies designated by the Ministry of Energy, after obtaining a corresponding license from the Ministry of Economy, will receive the right to export.

The actual export volumes will be controlled by the GTS Operator of Ukraine. In this case, the unused monthly limit cannot be transferred or accumulated for the next period.

According to ExPro estimates, at current production levels, Ukraine could potentially export 250–260 million cubic meters of gas per month.

At the same time, the draft resolution stipulates that the government will have the right to suspend exports at any time if there is a threat to the country’s energy security, a gas shortage, or risks to preparations for the heating season.

It was previously reported that after the start of Russia’s full-scale invasion, the government banned the export of domestically produced natural gas and did not issue permits for the export of coal and fuel oil abroad .
