The Trump administration’s ceasefire plan calls for the complete withdrawal of Ukrainian troops from the territories of Donetsk and Luhansk regions, as well as the freezing of the contact line in Kherson and Zaporizhia regions.

According to the White House, Ukraine will lose territory anyway if the war is not ended now, so it is in Kyiv’s interests to reach a peace agreement now.
Trump’s 28-point plan calls for the Ukrainian military to withdraw from the Donetsk and Luhansk regions, even though Ukraine still controls about 12% of the territory. After that, the Donbas would be considered a demilitarized zone, where Russia would not be able to deploy troops but would exercise control over the land.
In the Kherson and Zaporizhia regions, the front line will be frozen, however, the Russian Federation plans to “return” some of the settlements based on the results of the negotiations.
As noted, the occupied territories, including Crimea, will be recognized as Russian by the United States and other countries. However, Kyiv is not obliged to do so.
In addition, Ukraine needs to reduce the size of its army and abandon long-range weapons.
In return, the United States, in response to Ukraine’s acceptance of the demands, pledges to protect against further aggression from Russia.
To support the initiative, Trump’s special envoy Steve Witkoff planned to visit Ankara and hold a trilateral meeting with Zelensky and the Turkish Foreign Minister.
However, the meeting was canceled when the US realized that the terms of the deal would be unacceptable to the Ukrainian president. Zelensky, in turn, was heading to Turkey with other proposals prepared in cooperation with Europe, which the Russian side would not accept, the source said.
At the same time, a Ukrainian official said the discussions were postponed due to Zelensky’s request to hold the meeting in a broader format, involving European countries. However, according to a US official, the cancellation is related to the corruption scandal that recently erupted in Ukraine.
“Now we will wait. The ball is in Zelensky’s court,” he added, noting that the Ukrainian president may visit the United States to discuss the new plan.
