Ukraine needs a billion dollars every month to purchase American weapons — Zelensky

President Volodymyr Zelenskyy said that Ukraine needs to receive a billion dollars from partners every month to purchase American weapons.

He said this during a joint press conference with Norwegian Prime Minister Jonas Gahr Støre.

In particular, Zelensky noted that Norway could join security guarantees for Ukraine by providing air defense systems and ensuring maritime security.

“We discussed our defense needs, the situation at the front, on the battlefield, the capabilities of our soldiers, key threats, cooperation programs for the purchase of weapons for Ukraine. Norway has joined the PURL program, which allows it to purchase weapons in the United States and replenish this program with at least a billion dollars monthly,” the president explained.

In addition, the leaders discussed Ukrainian drone production, joint capabilities, and investments that could force Russia to end the war.

Recall, the United States and NATO launched a new mechanism to support Ukraine through the Prioritized Ukraine Requirements List (PURL) initiative.

By the way, as of August 14, 2025, partners have contributed $1.5 billion to NATO’s PURL initiative , thanks to which Ukraine receives weapons from the United States.
