The Ministry of Education and Science of Ukraine has announced the transition to a three-year bachelor’s degree after completing a 12-year specialized school. The permanent model is to be launched in 2030, and the first experimental launch will take place in 2029.

As Deputy Minister of Education and Science Mykola Trofymenko explained, a three-year bachelor’s degree will become available to graduates of specialized secondary education who will enter a specialty in the same profile.

“A three-year bachelor’s degree is an opportunity to obtain qualifications more quickly for school graduates who will complete a three-year profile high school program and enter a bachelor’s degree in the same profile,” said Mykola Trofymenko.

According to him, part of the learning outcomes currently provided in the 1st year of undergraduate studies are planned to be transferred to the level of specialized secondary education in accordance with standards and curricula.

The implementation will take place in 2 stages. In 2029, a three-year bachelor’s degree will become available to graduates of pilot academic lyceums. From 2030, the model should transition to a permanent regime and become basic: 12 years of general secondary education, 3 years of bachelor’s degree, and 2 years of master’s degree.

At the same time, a three-year bachelor’s degree will not be universal for everyone. If an applicant chooses a specialty that does not match the profile of the secondary education obtained, studies will take place according to the traditional 4-year program or through an additional compensatory course.

The basic volume of the three-year bachelor’s degree will be 180 ECTS credits. The option of 240 credits in 3 years is not considered. The average study load will be 60 credits per year, with the possibility of individually taking up to 80 credits.

The Ministry of Education and Science notes that to launch a new model, it is necessary to update higher education standards, educational programs, and determine mechanisms for compensating for educational gaps in the event of a change in the study profile.

By the way, the Verkhovna Rada is preparing amendments to the legislation on mobilization, which provide for the abolition of deferral for men over the age of 25 who enter institutions of higher , pre-university, or vocational education.

Let us recall that the State Budget for 2026 allocated UAH 6.6 billion for academic and personal scholarships for students – this is UAH 1.2 billion more than in 2025.
