Ukraine proposes new restrictions for electric scooter drivers: what’s known

A petition has been registered in Ukraine proposing age restrictions, mandatory traffic safety courses, and certification for users of electric scooters and other light electric vehicles with a power output of up to 2000 watts.

The press service of the Cabinet of Ministers of Ukraine reported this.

This document provides for a ban on electric scooters for children under 14 years of age, as well as training courses for drivers.

The petition’s authors propose introducing age restrictions, certification, and training for drivers of light electric vehicles up to 2000 W.

The widespread use of electric scooters, unicycles, e-bikes, hoverboards, and other microtransportation has led to an increase in accidents involving drivers and pedestrians. The initiators note that accidents occur both on roads and sidewalks. Injuries occur to both pedestrians and the e-transport users themselves, many of whom are minors.

The authors of petition No. 41/009894-26ep note that current legislation recognizes electric scooters as vehicles, but there are no clear restrictions on the age or certification of drivers.

Therefore, the document’s initiators ask the Cabinet of Ministers:
• a complete ban on the use of light electric vehicles for children under 14 years of age on public roads, bicycle paths and sidewalks
• permission for children under 14 years of age to drive only in courtyards, residential areas and specially equipped areas
• mandatory traffic rules courses for persons aged 14 and over
• introduction of a certificate of completion of training or a requirement for a driver’s license to operate electric vehicles
• mandatory verification of the age of users of rental services through state digital services, in particular “Action”
• liability of rental companies when allowing children or persons without a certificate to drive
• strengthening control by the National Police and responsibility of parents for violation of rules by young children

In particular, the introduction of such rules will help reduce the number of accidents and make the city safer for pedestrians and road users.

Earlier, Pryamiy reported that Kyiv plans to regulate the parking and use of electric scooters and bicycles.

Following a meeting at the Kyiv City Council, scooter rental companies agreed to revise the terms of the Memorandum.

In addition, the city will designate special parking spaces for electric scooters and electric bicycles.

Also, as a reminder, in Lviv, a man was fined for riding an electric scooter on a pedestrian street. The court ruled that the scooter was a vehicle, so the man had no right to ride on the sidewalk.
