This was reported by the Ministry of Finance of Ukraine.
The agency has published a draft law for public discussion. According to it, the decision to introduce a special regime will be made by the regional military administration. It will be canceled after more than 50% of gas stations in the relevant community resume work.
How mobile gas stations will work
The draft law provides for special requirements for the sale of fuel from mobile excise warehouses.
In particular, they offer:
- Limit tank capacity . Fuel will be allowed to be sold from vehicles equipped with tanks with a volume of up to 15 cubic meters, meters, and specialized cash registers.
- Introduce free permits from communities . The application will need to be submitted within 15 calendar days after the OVA decision is made. It will be considered within three working days.
- Give preference to local operators . Priority in obtaining permits will be given to companies that previously had gas stations in the relevant community.
- Issue a separate license for each mobile gas station . It will be issued by the State Tax Service within five working days. The annual fee will be 0.35 of the minimum wage – about 3,026 UAH in 2026.
- To oblige operators to report to the State Tax Service daily . They must submit information on fuel balances and sales volumes. A fine of UAH 1,000 is provided for each unsubmitted document.
For fuel trade without a license, it is proposed to establish a fine in the amount of 90 minimum wages — UAH 778,230. In addition, the possibility of seizing the vehicle and fuel is provided.
Also, utility companies, which will be the only applicants in their communities, are proposed to be exempt from monthly advance payments of income tax.
The draft law is currently in the public consultation stage. The proposed rules have not yet come into force.
It was previously reported that Ukrnafta plans to increase its readiness to operate in conditions where stationary gas stations will not be able to serve consumers due to Russian attacks. The company is preparing to use mobile gas stations.
