Ukraine proposes to introduce a new basis for deferring mobilization: who will it affect?

Ukraine may introduce a new basis for deferring mobilization. The initiative provides for exemption from conscription for citizens who have sheltered at least two internally displaced persons free of charge.

This is stated in the text of bill No. 14037 .

According to the explanatory note to the bill, as of June 2025, 4.59 million internally displaced persons were officially registered in Ukraine. Almost half of them face serious housing difficulties, while the state can provide only about 75,000 places.

The bill proposes to incentivize homeowners who are willing to provide their homes free of charge to IDPs by granting them a deferral from mobilization. The document states:

  • a deferral will be granted to conscripts who have sheltered two or more IDPs free of charge;
  • The CCC will not be able to call up such citizens if they have supporting documents;
  • In case of refusal, the CCC will be obliged to provide a written explanation and a list of necessary documents.

To avoid fraud, the draft law contains a number of mechanisms for verifying the grounds for granting a deferral. It is stipulated that documents must confirm the fact of free housing provision, and their verification will be monitored by the relevant authorities.

Praising a bill can have a double positive result:

  1. Help solve the housing problem for a significant part of the displaced.
  2. Reduce the risks of corruption abuses in the field of mobilization, as the procedure for granting deferrals will be clearly regulated.

By the way, in the draft state budget for 2026, the government proposes to increase the minimum wage from the current 8,000 to 8,647 hryvnias. Such an increase will affect not only the incomes of Ukrainians, but also the conditions for reserving workers from mobilization.

As a reminder, the Ministry of Defense of Ukraine reported that military conscripts who have a valid deferment from conscription or reservation are not sent to undergo a military medical commission (MMC).

As reported, in the draft state budget of Ukraine for 2026, the government provided for an increase in social standards – in particular, the minimum wage and the subsistence minimum . For the first time since 2024, these indicators have undergone changes – in 2025 they were not revised.
