Ukraine proposes to relax rules for traveling abroad: who does this apply to?

The “Servant of the People” proposed expanding the possibilities for Ukrainians to travel abroad during martial law, allowing this not only to young men, but also to everyone who has legal grounds for a deferment from mobilization.
This was reported by Halyna Yanchenko, a people’s deputy from the “Servant of the People” party.
She proposed completely lifting the ban on traveling abroad for those who have legitimate grounds for deferring mobilization. She made the remarks in response to President Volodymyr Zelensky’s proposal to allow men under 22 to travel abroad during martial law, instead of the current age limit of 18.
“In my opinion, the ban can be lifted completely. For example, for everyone who has grounds for a postponement, or people who have passed a military medical commission and updated their data in the last three years, retired servicemen, etc.,” Yanchenko noted.
She reminded that the restrictions now apply not only to men of military age, but also to women who are not conscripted and hold positions in state bodies, courts, or local governments. This applies to civil servants, judges, prosecutors, and heads of structural units.
It is worth recalling that on January 23, 2023, President Volodymyr Zelensky, by his decree No. 27/2023, put into effect the NSDC decision, which restricted travel abroad for civil servants, people’s deputies, representatives of law enforcement agencies, and judges for the period of martial law.
Earlier, President Volodymyr Zelensky instructed the government to prepare changes that would simplify crossing the state border for men under the age of 22.
Recall that in February the government simplified the rules for crossing the border for some categories of men. At the same time, the Cabinet of Ministers of Ukraine amended the rules for crossing the state border by men aged 18 to 25 during martial law.
It is worth adding that Volodymyr Viatrovych, a member of parliament from the European Solidarity faction, reported that the government’s proposed changes to the vocational education system contain very harmful norms that will push students to go abroad after their studies, rather than stay in Ukraine. In addition, the relevant changes violate current legislation.
