Ukraine received 100 million euros to support IDPs: how will they be used?
Ukraine received a second tranche of 100 million euros from the Council of Europe Development Bank to support internally displaced persons.
This was reported by the Ministry of Finance of Ukraine .
The funds have already been credited to the general fund of the state budget.
Thus, in 2025, Ukraine fully attracted all 200 million euros provided for by the project. The funding ensures continuous social payments for IDPs – covering the costs of housing, food, medical services and children’s education.
The project “Support for Internally Displaced Persons in Ukraine” helps people adapt to new communities, guarantees access to basic services, strengthens the local economy, and reduces social tension.
Deputy Minister of Finance Olga Zykova emphasized that these funds are not just numbers, but real assistance to thousands of families who lost their homes due to the war. According to her, the full use of the funding demonstrates the state’s ability to respond quickly and effectively to the most pressing challenges.
Over the two years of cooperation with the Council of Europe Development Bank, Ukraine has attracted almost 430 million euros – this is about 80% of all credit resources that the Bank currently provides to our country. The money is directed to social projects in the field of healthcare, providing housing for victims, and supporting IDPs.
As previously reported, European Solidarity registered draft law No. 14219, which prohibits the eviction of internally displaced persons from places of temporary residence.
Recall that Ukraine and Germany agreed on joint steps to develop social and affordable housing programs , which is especially important for internally displaced persons.
