Ukraine received 50 million euros in aid from European partners: what will the funds be used for?

Ukraine has received 50 million euros from the Council of Europe Development Bank and the Italian Government as part of the “HOME: Compensation for Destroyed Housing” project. The funds will be used to finance housing certificates under the “eRecovery” state program, which is to provide housing for 2,200 Ukrainian families.
This was reported by the Ministry of Finance of Ukraine.
Of the funds raised, 25 million euros were provided by the Council of Europe Development Bank, and another 25 million euros were provided with financial support from the Italian Government.
“The receipt of these 50 million euros is a resource that will directly help Ukrainian families who lost their homes due to Russian aggression to purchase new housing,” said Deputy Minister of Finance of Ukraine Olga Zykova.
The Framework Agreement on the second additional financing of the HOME project was signed on June 26, 2026, during the Ukrainian Reconstruction Conference URC-2026 in Gdansk. The total amount of the new financing package is 100 million euros, half of which is provided by the Government of Italy through the Council of Europe Development Bank mechanism.
Ukraine has already attracted €200 million in previous phases of the HOME project, which financed over 6,000 housing certificates for citizens who lost their homes as a result of the war.
The HOME project is being implemented in cooperation with the Ministry of Finance of Ukraine, the Ministry of Community and Territorial Development of Ukraine, and the Council of Europe Development Bank and is part of the state compensation program “eRecovery”.
As of August 2026, more than 88 thousand families have received housing certificates for a total amount of 112.6 billion hryvnias. More than 33 thousand families have already purchased new housing.
We would like to remind you that the State Budget of Ukraine received almost 2.9 billion euros from the European Union as part of the eighth regular payment under the Ukraine Facility program . About 800 million euros of this amount was received by Ukraine for the first time through the Ukraine Support Loan (USL) mechanism.
