Ukraine revised the “minimum wage” and subsistence minimum: what has changed?
In the draft state budget of Ukraine for 2026, the government provided for an increase in social standards — in particular, the minimum wage and the subsistence minimum. For the first time since 2024, these indicators have undergone changes — in 2025 they were not revised.
This was reported by the First Deputy Chairman of the Verkhovna Rada for Tax and Customs Policy, Yaroslav Zheleznyak.
What amounts were deposited:
The minimum wage will increase from 8,000 to 8,647 hryvnias (+8%)
The total subsistence minimum — from 2,920 to 3,209 hryvnias (+9.9%)
For able-bodied persons — from 3,028 to 3,328 hryvnias (+9.9%)
For persons who have lost their ability to work — from 2,361 to 2,595 hryvnias (+9.9%)
The latter indicator is the basis for calculating the minimum pension, which will also increase to UAH 2,595.
In addition, the draft budget also provides for a new upper limit for pension payments – the maximum pension in 2026 could be 25,950 hryvnias.
Recall that the total amount of expenditures included in the draft state budget for 2026 will amount to 4.8 trillion hryvnias , which is more than 3 times higher than the expenditures of the Ukrainian budget before the full-scale invasion.
As reported, in 2026, salaries for primary and emergency medical care doctors will increase in Ukraine .
