Ukraine’s first underground kindergarten opened in Kharkiv region: what does it look like?

Ukraine’s first underground kindergarten “Mobile” has opened in the Pisochyn community of Kharkiv region. The institution is designed for 260 children and allows for in-person education even during air raids.
This was reported by the Ministry of Education and Science of Ukraine.
The underground space was equipped with eight classrooms, a medical center, a dining room, restrooms, and showers.
The shelter has an autonomous power supply – it is provided by two independent sources of electricity and backup generators. The protective structure is connected to the kindergarten buildings by safe passages, so during an air raid, children and employees can get to the shelter without going outside.
Special attention was paid to accessibility. The kindergarten installed elevators and lifts, equipped barrier-free routes, and created conditions for children with disabilities and other groups with limited mobility.
Deputy Minister of Education and Science for Preschool Education Anastasia Konovalova noted that in 2026, the state for the first time provided separate funding for the arrangement of shelters in kindergartens. According to her, this should help communities with high security risks resume in-person education.
The construction of the underground kindergarten was financed jointly from the state, regional and local budgets. In 2026, a separate state subvention was allocated for the first time for the arrangement of shelters in preschool educational institutions. The total amount of funding for such projects exceeds UAH 972 million.
In particular, relevant projects are currently being implemented in nine regions: Vinnytsia, Dnipropetrovsk, Zaporizhia, Kyiv, Mykolaiv, Odessa, Sumy, Kharkiv, and Kherson.
