Ukraine spends about $190 million on the war every day, and state budget revenues do not cover defense needs. Economy Minister Oleksandr Kravchenko said that Russian attacks and the blockade of ports are worsening the economic situation ahead of a difficult winter.

According to Kravchenko, the damage to Ukrainian infrastructure and fixed assets from Russian air strikes in 2026 is estimated at almost $10 billion. The total economic impact of the attacks and the de facto blockade of ports is about 1.5 percentage points of GDP.

“We expect a very difficult winter both in terms of critical infrastructure, which is being destroyed daily by Russian attacks, and general economic conditions in the country,” Kravchenko said.

He noted that this is happening against the backdrop of Ukraine’s limited budgetary and financial capabilities.

Russia’s increased attacks and the de facto blockade of Black Sea ports have put at risk about $40 billion in export revenues. Ukraine exports basic goods through the ports, including agricultural products, iron and steel.

Roksolana Pidlasa, the head of the parliamentary budget committee, reported that in the first 8 months of 2026, domestic budget revenues were $1.35 billion lower than planned. A quarter of this shortfall fell in August.

During this period, Ukraine spent about $42 billion on defense, excluding in-kind military aid. At the same time, domestic revenues and local borrowing provided only $39 billion.

“Unfortunately, this year the war has become so expensive that we can’t even cover our share of the costs,” Pidlasa said.

According to her, daily war spending in 2026 increased to about $190 million compared to $140 million in 2024. Among the reasons, she cited inflation, an increase in the number of troops, an increase in social payments to the families of deceased servicemen, and higher ammunition costs.

Ukraine also has additional defense funding needs through the end of the year. The government is looking for opportunities to cut or postpone non-military spending and is negotiating with Western partners for additional financial support.
