Ukraine wants to introduce basic social assistance: how the new payment system will work

The Verkhovna Rada supported in the first reading a bill on the introduction of basic social assistance for low-income families and people who find themselves in difficult life circumstances.
This was reported by the press service of the Verkhovna Rada Apparatus.
This is bill No. 15094, which deputies adopted as a basis on May 28.
The document provides for the creation of a new type of state support – basic social assistance. Low-income families will be able to receive it after refusing some other types of social payments.
In particular, we are talking about assistance to single mothers, payments for children from large families, as well as assistance to children whose parents do not pay child support or cannot support the child.
The Verkhovna Rada explained that the new system should combine various types of social support into one comprehensive assistance.
“Basic state social assistance as a unified and comprehensive type of social support for low-income families will include an individual assessment of household needs,” the parliament noted.
The bill also provides not only monetary payments, but also social support for families. For each household, an individual support plan is planned, depending on their needs.
In addition, the state wants to encourage able-bodied recipients of assistance to return to the labor market and gradually achieve financial independence.
The amount of basic assistance will be determined annually in the state budget. At the same time, the amount cannot be lower than the subsistence minimum for able-bodied persons.
The parliament emphasizes that the draft law was created taking into account European approaches to social support for the population.
