Ukraine will cancel the privilege for importing some cars: when will the changes take effect?

The preferential regime for the import of electric vehicles in Ukraine will cease to apply from January 1, 2026. After that, the import of such cars will be carried out with the mandatory payment of value-added tax and customs duties.

This is reported by the Telegraph .

It is noted that the grace period for importing electric vehicles into Ukraine ends on December 31, 2025. From the beginning of 2026, when importing electric cars from abroad, all mandatory payments will have to be paid on a general basis.

The cancellation of benefits was repeatedly reported in the Verkhovna Rada. In particular, this was emphasized by the chairman of the Verkhovna Rada’s tax committee, Danylo Hetmantsev.

“The extension of the preferential regime is not planned,” said Danylo Hetmantsev.

Once the changes come into effect, electric vehicles will be imported under the same conditions as vehicles with internal combustion engines. This means paying value-added tax and customs duties without exceptions or reliefs.

It is expected that such changes will lead to an increase in the cost of electric cars on the Ukrainian market. At the same time, the demand for this type of transport remains stable, as electric vehicles have lower operating costs compared to gasoline and diesel cars.

According to estimates by car market researchers, charging an electric car at home at a household rate costs approximately 90 hryvnias per 100 kilometers of mileage. Using the night rate allows for additional cost reductions.

At commercial charging stations, the cost of charging is higher, but it still remains lower than the cost of refueling cars with gasoline, gas or diesel fuel.

Recall that the European Union no longer plans to introduce a complete ban on the sale of new cars with internal combustion engines from 2035.
