The Cabinet of Ministers of Ukraine approved the Strategy for Engineering Equipment of Defense Frontiers and approved its implementation plan for 2026–2028. The documents provide for systematic planning of fortification works, the creation of a digital database of defense structures, and strengthening the protection of logistics routes from drone attacks.

This was reported by the Ministry of Defense of Ukraine.

It is noted that the strategy was developed taking into account the experience of combat operations and changes in warfare tactics.

Defensive lines will be equipped according to uniform standards

The document should unify approaches to engineering preparation of defensive positions in different regions of Ukraine. When arranging the lines, changes in the tactics of Russian troops, as well as the development of modern means of destruction, will be taken into account.

Ukrainian Defense Minister Yevheniy Khmara emphasized that the strategy establishes common requirements for fortifications, determines those responsible for carrying out the work and the deadlines for their implementation.

“The strategy sets a single standard for equipping defensive lines throughout the country. The document defines deadlines and responsibilities, creates mechanisms for monitoring implementation. We will scale up those solutions that have shown their effectiveness. But we will also take into account new challenges, threats, and changes in enemy tactics. The main goal is to protect our servicemen and civilians,” said Yevheniy Khmara.

According to the government’s plan, the implementation of the strategy should increase the resilience of Defense Forces units, protect military and civilians, and ensure the smooth operation of military and civilian logistics. Particular attention will be paid to regions bordering combat zones to maintain safer living conditions for the population and the functioning of the economy there.

Fortifications, anti-drone defense and material reserves

The strategy envisages coordination of engineering work between the Defence Forces and state bodies. Positioning plans will be regularly adjusted in accordance with the situation on the front and the needs of the military.

The main areas of work include the construction and maintenance of fortifications, the creation of engineering barriers, and the strengthening of protection of logistics routes from drones. They also plan to use modern building structures, materials, and camouflage.

In addition, the document provides for the formation of reserves of construction materials and engineering assets. This should help provide the work with the necessary resources, as well as promptly restore damaged facilities.

The strategy covers all stages of engineering development of territories – from planning and construction to further accounting, maintenance and restoration of structures.

The condition of the fortifications will be monitored via a digital platform

To record defense lines and track their condition, a single digital geoinformation platform is planned to be introduced. It will be created using the capabilities of existing information systems, in particular the DELTA system.

The digital database will collect information about the facilities, including their location, photos, and technical condition. This will allow monitoring the progress of work, timely identifying needs for repair and restoration of structures, and more rational allocation of resources.

A separate operational plan contains specific measures, deadlines for their implementation, responsible executors and implementation indicators. The Ministry of Defense will carry out overall coordination of monitoring the implementation of the strategy, and the General Staff will coordinate the relevant work in the military command bodies.

The events are planned to be financed from the state and local budgets provided for the relevant year, as well as from other sources permitted by law.

It was previously reported that the Ministry of Defense of Ukraine, together with the General Staff of the Armed Forces of Ukraine, reviewed part of the current and planned weapons purchases. As a result, it was possible to free up UAH 15.6 billion, which will be directed to the more urgent needs of the Defense Forces.
