Ukraine will introduce new limits on transfers for individual entrepreneurs: who will be affected?

Ukraine will introduce new restrictions on money transfers for some entrepreneurs starting in August 2026. The new rules will apply only to newly created and inactive “dormant” individual entrepreneurs and legal entities.
This was reported by the press service of the National Association of Banks of Ukraine.
For ordinary citizens – individuals – the rules for card transfers do not change.
The restrictions will be implemented in two stages: the first will start in August 2026, the second in November 2026.
For individual entrepreneurs of the first group, a limit of up to 600 thousand hryvnias per month without additional documents will be set from August, and from November – up to 400 thousand hryvnias.
For individual entrepreneurs of the second and third groups, the threshold will be up to 3 million hryvnias from August, and from November – up to 1 million hryvnias.
For new and inactive legal entities, the limits will be up to 5 million hryvnias from August and up to 2 million hryvnias from November.
NABU explained that the main goal of the innovations is to combat tax minimization schemes.
As of May 14, 25 payment service providers have already signed the relevant document. Banks have also agreed to exchange information about suspicious customers.
At the same time, customers will be able to contact the bank with a request to increase the established limit.
