Ukraine will introduce penalty points for drivers: what does this mean and who will be deprived of their rights?

Ukraine plans to introduce a system of penalty points for drivers, similar to the one that has long been in operation in the EU.
This was stated by Volodymyr Kreidenko, Deputy Chairman of the Parliamentary Committee on Transport and Infrastructure, during a telethon.
According to him, the essence of the innovation is the accumulation of penalty points for various violations: speeding, improper parking, creating emergency situations, etc. If there are too many points, this may lead to the deprivation of the right to drive a vehicle.
Kreidenko stressed that currently we have cases where drivers systematically violate the rules and receive fines, but the law does not provide for additional liability for persistent violations. The new system should force violators to be more disciplined and increase overall road safety.
He also reported on proposals to reduce the permissible speed limit: from the current +20 km/h to +10 km/h. Currently, the fine for exceeding the speed limit is 340 hryvnias, with the possibility of reducing it to 170 hryvnias for payment within 10 days. Kreidenko drew attention to the fact that many people die every day due to speeding: approximately 41% of injuries and deaths in road accidents are associated with speeding.
Recall that, amid the growing number of fatal road accidents, Ukraine is preparing to tighten the responsibility for drivers who violate the speed limit. A draft law has already been registered in the Verkhovna Rada, which changes the system of fines and cancels the current “leniency” for exceeding the speed limit by up to 20 km/h.
As reported, from July 1, 2025 , updated rules of liability for traffic violations came into force in Ukraine.
