From January 1, 2026, Ukraine will join the single roaming space with the European Union. Ukrainians will be able to use mobile communications in EU countries under the terms of their home tariffs without additional roaming fees.

Ukraine is integrating into the Roam like at Home rules that apply in 27 EU countries. This means that calls, SMS, and mobile internet abroad will work at the same rates as in Ukraine.

At the operator level, the new rules require operators to apply EU-regulated wholesale rates. A minute of mobile call will not exceed 0.2 euro cents, and a minute of fixed-line call will not exceed 0.07 euro cents. The EU also sets price caps for calls, SMS and mobile internet, so operators will not be able to increase tariffs above these limits.

At the same time, a so-called fair usage policy will be in effect. It allows operators to limit the amount of mobile Internet that can be used in roaming without additional charges. For example, part of the package will be allowed to be spent only within the EU, and the rest – only in Ukraine.

After the set limit is exhausted, the operator will be able to charge a surcharge, but not more than the EU wholesale tariff limit – up to 1.3 euros per 1 GB.

Operators must publish updated tariff plans before the new rules come into effect. Some companies have been announcing changes since the end of December.

Ukraine’s accession to the single roaming zone became possible after the Verkhovna Rada adopted the law on the implementation of EU norms in the field of electronic communications and its signing by President Volodymyr Zelensky.

It was previously reported that Russia is preparing new restrictions in the field of communications, which may affect not only private calls, but also citizens’ access to foreign services.

Recall that Ukraine became one of the first countries in the world to launch Starlink Direct to Cell technology , which allows you to send SMS even without mobile network coverage.
