Ukraine will join the EU defense fund: Zelensky signed the law
Ukrainian President Volodymyr Zelenskyy has signed a law ratifying the agreement on Ukraine’s participation in the European Defense Fund (EDF). The document creates a legal basis for Ukraine’s participation in joint European defense research and projects.
This is the Agreement between Ukraine and the European Union on Ukraine’s participation in the EOF, concluded on July 13, 2026 in Kyiv. Ratification is necessary to complete domestic procedures, after which the agreement can enter into force.
The European Defence Fund is the EU’s instrument for supporting joint defence research and development, as well as strengthening the European defence technological and industrial base.
Ukraine’s participation in the Fund is expected to contribute to:

- deepening defense-industrial cooperation between Ukraine and the EU;

- involving Ukrainian legal entities in joint projects with European partners in the field of defense research, development and production of defense products and technologies;

- development of the technological, innovative and production potential of the Ukrainian defense-industrial complex.
The implementation of the agreement should also contribute to attracting funding from partners for defense research and development and strengthening Ukraine’s defense capabilities.
