Ukraine will receive $26 million for healthcare reform: details

Sweden and WHO will provide Ukraine with $26 million from June 2026 to 2029 under the project “Ukraine Health System Transformation Initiative: Strengthening Health Governance, Financing, and Service Delivery for Long-Term Recovery.”
This was reported by Interfax-Ukraine with reference to the statement of the WHO representative in Ukraine, Dr. Jarno Habicht, which he made during the Ukraine Recovery Conference (URC 2026) in Gdansk, Poland.
It is known that this project is part of Sweden’s support to Ukraine within the framework of the Team Europe approach. The initiative brings together the European Union, its Member States and key partners, including the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood Policy (DG ENEST), Enabel and WHO as the leading health organization, to support Ukraine’s recovery, reform implementation and European integration.
The project supports Ukraine in the following areas:
• strengthening reform management and coordination in the health sector;
• development of primary health care;
• strengthening the financial sustainability of the healthcare system through support for reforms.
“Ukraine continues to bring its health system closer to European norms and standards. WHO is committed to supporting Ukraine on this path. We provide technical assistance, help coordinate the efforts of partners, and support the institutional changes needed to strengthen the system. We are grateful to Sweden for its support. Thanks to this partnership, we can help Ukraine build a more sustainable, accessible, and people-centered health system,” said Habicht.
In particular, the WHO noted that the war in Ukraine has led to mass migration of the population and an increase in the need for trauma and rehabilitation care. The shortage of medical workers also remains an acute problem.
In addition, high healthcare costs make access to care difficult. Around 46% of total healthcare costs are paid directly by citizens, placing a significant financial burden on households.
The department emphasizes that the healthcare system needs further reform.
It was previously reported that Sweden will allocate $108 million to the American PURL initiative , within the framework of which partners purchase weapons from the United States for the needs of the Ukrainian Defense Forces.
