Ukraine will receive 4 billion euros if the Rada fulfills its overdue obligations – letter from Marta Kos

The European Union has offered Ukraine an alternative way to receive financial assistance amid the blocking of the loan by Hungarian Prime Minister Viktor Orban.

European Commissioner for Enlargement Marta Cos has submitted a letter to the Verkhovna Rada, which emphasizes that the parliament can help Ukraine obtain funding from the EU, and also proposes the adoption of a number of laws.
“These reforms contribute to Ukraine’s progress on the path to membership and are part of the Ukraine Plan. Their effective and prompt adoption will allow Ukraine to attract up to 4 billion euros in financing,” the official noted.
In particular, it concerns
- Law on the Execution and Digitalization of Court Decisions;
- Electricity Market Integration Package;
- Business Deregulation Act;
- Law on District Heating;
- Law on Railway Safety and Interoperability;
- Law on permitting procedures for renewable energy;
- Law on the Independence of the National Energy and Public Utilities Commission;
- Law on Civil Service;
- Law on Special Obligations for the Provision of Public Services;
- Law on the Restoration of Control over State Aid;
- Law on declarations of integrity of judges.
As noted, the relevant proposals are part of Ukraine’s overdue obligations in 2025. Some draft laws need to be passed as soon as possible, as this will prevent unanimity among European officials in the event of allocating funds to Ukraine. Thus, Hungary will not be able to block assistance.
In addition, according to Kos, in this way Ukraine can confirm its desire to become part of the bloc and remain in the group of leaders among the candidates.
“The upcoming plenary session of the Verkhovna Rada in April provides an opportunity to move forward. Further progress will help maintain the momentum of reforms, bring Ukraine closer to EU membership, and bring concrete results for Ukrainian citizens,” the European Commissioner emphasized.
Recall that during her visit to Ukraine, the head of European diplomacy, Kaia Kallas, stated that there is no “good news” yet regarding the provision of a loan of 90 billion.
As is known, European leaders were unable to convince Hungarian Prime Minister Viktor Orban to abandon the decision to block a $90 billion loan for Ukraine.
