Ukraine will receive a loan of 90 billion euros: what will the funds be used for?

On Wednesday, February 11, the European Parliament adopted a package of proposals aimed at supporting Ukraine with an EU loan of €90 billion for 2026 and 2027. These funds will help meet Ukraine’s urgent financing needs amid Russia’s aggressive war.
This is stated in a statement by the Ministry of Finance of Ukraine.
It is noted that the funds will be used to guarantee the continuous functioning of the state budget of Ukraine:
Thus, 60 billion euros are allocated for military support. Another 30 billion euros will be allocated for budget support.
It is expected that Ukraine will receive the first tranche in the second quarter of 2026.
It is known that 458 MEPs voted “in favor” of allocating funds. At the same time, 140 lawmakers voted “against” and another 44 abstained.
It should be added that the European Union remains the largest donor of financial support to Ukraine: as of February 2022, the amount of assistance has reached 70.7 billion euros.
As a reminder, at the end of January , the European Parliament supported the proposal for a decision of the EU Council, which allows activating enhanced cooperation to establish a loan for Ukraine in the amount of 90 billion euros in 2026-2027.
As reported later, European ambassadors agreed on a mechanism for providing a loan of 90 billion euros for Ukraine for 2026-2027.
