Ukraine will receive another 8.3 billion euros from the EU: but there are conditions

The Council of the European Union has approved amendments to the Ukraine Facility and the related Ukraine Plan. The update provides for additional funding of €8.3 billion in 2026, as well as new conditions for reform.

This was reported by the press service of the Council of the EU.

According to the decision, additional funds will be provided to Ukraine through the Ukraine Support Loan mechanism, which the European Parliament and the Council of the EU agreed on in February 2026.

The updated Ukraine Plan outlines reforms that Kyiv must implement to receive funding. In particular, the document includes new commitments in the areas of the rule of law, the fight against corruption, energy, and Ukraine’s further integration into the EU internal market.

The EU Council noted that some of the previous stages of reforms could not be implemented within the specified timeframe due to the consequences of the full-scale war, so the schedule for implementing individual measures was revised.

The updated plan adds 27 new quantitative and qualitative indicators, ten of which require the adoption of laws. In addition, 34 of the 146 current stages of the program have been revised and the deadlines for 12 more reforms that require more time have been postponed.

After the changes, the total number of indicators in the Ukraine Plan increased from 146 to 173. Fulfillment of these conditions will remain a mandatory requirement for further receipt of funding from the European Union.

As a reminder, Ukraine has received another tranche of 3.47 billion euros from the European Union under the Ukraine Support Loan mechanism. The funds will be used to strengthen the country’s defense capabilities and finance priority state needs.
