Ukraine will start storing fuel underground: the government has made a decision

Ukraine has launched a pilot project to store part of its strategic fuel reserves in underground storage. It will operate for the duration of martial law, but not longer than two years.

The Cabinet of Ministers adopted the corresponding decision by resolution .

The Ministry of Energy has been designated as the project coordinator, and JSC Ukrtransnafta as the specialized responsible custodian. At the same time, other fuel market operators will be able to join the experiment.

In particular, they will be allowed to create their own underground storage facilities, provided they meet established criteria.

The government has envisioned two main options for storing the fuel. It could be placed in tanks buried in the ground or in complex underground storage facilities. This could involve using salt caverns, depleted deposits, and other suitable geological formations.

Underground tanks must have meters at the inlet and outlet, which will, in particular, be used for excise accounting of petroleum products.

Separate requirements for market participants will come into effect from 2027.

At least 20% of the total volume of diesel fuel included in the minimum reserves will need to be stored in underground storage facilities instead of above-ground tanks.

In particular, the pilot project is designed for a maximum of two years.

It was previously reported that Ukrnafta is preparing to switch to using mobile filling stations in case stationary filling stations cannot operate due to Russian attacks. The company plans to use mobile filling stations to provide consumers with fuel.
