Ukraine’s security without NATO: Rubio gathers allies for closed talks

On August 21, US Secretary of State Marco Rubio will meet with national security advisors of partner countries to discuss the framework of future security guarantees for Ukraine.

This was reported by The New York Times, citing sources in the US administration.

It is noted that the negotiations will concern the preparation of a potential agreement that should convince European allies of the US intentions to assist Ukraine – not through NATO mechanisms, but within a separate format. This, in particular, could include air support, a naval presence in the Black Sea, as well as assistance in the field of intelligence and surveillance, in the event of a new offensive by Russian troops.

Among the key topics of the negotiations are also the legal aspects of future guarantees, in particular the issue of their approval by the US Congress.

One US administration official called these negotiations “delicate diplomatic maneuvers” and emphasized that this is perhaps the most important role Rubio currently plays in foreign policy.

The preparation of security guarantees is seen as part of a broader diplomatic initiative that includes the possibility of a future meeting between Volodymyr Zelenskyy and Vladimir Putin under international mediation.

As a reminder, US President Donald Trump, together with the leaders of European countries, agreed to create a special working group that will prepare a draft of security guarantees for Ukraine . This intergovernmental format will be headed by US Secretary of State Marco Rubio.

As reported, Russian Foreign Minister Sergei Lavrov said that discussing security guarantees for Ukraine without Russia is a path to nowhere. However, he allowed them to be provided by China and the United States.
