Ukrainian enterprises received the first permits for arms exports: how will this affect the defense industry?
Secretary of the National Security and Defense Council of Ukraine Rustem Umerov announced the resumption of the work of the Interdepartmental Commission on Military-Technical Cooperation Policy and Export Control and the issuance of the first permits for controlled arms exports. Such decisions should contribute to the development of Ukraine’s defense-industrial complex and the expansion of international partnership.

Controlled arms exports, according to the Secretary of the National Security and Defense Council, are a component of state security and a tool for the development of Ukraine’s defense-industrial complex. He noted that the corresponding decision opens up new opportunities for cooperation with international partners and the formation of security alliances.
“Controlled arms exports are about state security and the development of our defense-industrial complex. It opens the way to new security alliances and expanding international partnerships,” said Rustem Umerov.
He reported that the President of Ukraine has set a task to open the export of Ukrainian weapons in a controlled format. According to him, to fulfill this task, the Interdepartmental Commission has resumed its work and held its first meeting in 8 months.

As a result of the meeting, Ukrainian enterprises received the first permits for the export of controlled goods . He emphasized that all decisions are made under state control with the priority of ensuring the needs of the Defense Forces of Ukraine.

He also noted that the production capabilities of the Ukrainian defense-industrial complex exceed $55 billion . According to him, in the areas of unmanned aerial vehicles, electronic warfare, and intelligence, the capabilities of Ukrainian production already exceed the volume of domestic purchases.
“Today, the production capabilities of the Ukrainian defense industry exceed $55 billion. In the areas of UAVs, electronic warfare, and intelligence, our capabilities are already greater than the volume of domestic purchases. Coordinated exports allow us to attract investments, scale production, and launch new technologies for the Ukrainian army,” said Rustem Umerov.
He added that the Ukrainian defense-industrial complex had proven its effectiveness during the war. He stressed the need to transform this experience into a long-term industrial potential and a component of shared security with international partners.
“The Ukrainian defense industry has proven its effectiveness in war. Now our task is to turn this experience into a long-term industrial force and part of common security with partners,” said Rustem Umerov.
Recall that Ukrainian President Volodymyr Zelenskyy said that in 2026, 10 export centers for Ukrainian drones are planned to be opened in Europe . It is also planned to launch the production of Ukrainian drones in Germany in mid-February.
By the way, in 2026, Ukraine may receive several new types of weapons for the first time , which will significantly strengthen the capabilities of the Air Force and the Defense Forces as a whole. These include fighter jets, long-range radar detection aircraft, modern air defense systems, as well as cruise and ballistic missiles.
