Ukrainians called corruption a bigger threat than war — poll

Ukrainians more often consider corruption a more serious threat to the country than Russian aggression — if we talk about a direct choice between these two problems.

This is evidenced by the survey data of the Kyiv International Institute of Sociology (KIIS).

Sociologists note that when people were asked to name the main challenges without prompts, most of the answers concerned war. “65% of respondents named war as one of the main challenges, while 29% mentioned corruption,” the study says.

However, the situation changes when people are offered a choice between two options — war and corruption. In this case, 54% of respondents named corruption in power as the greater threat.

“Russian military aggression was chosen as a greater threat than corruption by 39% of respondents,” KIIS reported. Another 7% could not decide on an answer.

Sociologists also note that over the past year, the number of those who hesitate in choosing has decreased, and the share of respondents who clearly choose one of the options has slightly increased.

The survey was conducted at the end of April 2026 among 1,005 respondents.
