Ukrainians named who they most often associate with high levels of corruption.

Over 75% of Ukrainians surveyed believe that the level of corruption in the country has increased during the full-scale war. Respondents most often attribute the high level of corruption to the president and his entourage, the Verkhovna Rada, and the law enforcement and judicial systems.

This is evidenced by the results of a survey, the data of which is presented in the study.

75.2% of respondents stated that the level of corruption in Ukraine has increased since the beginning of the full-scale invasion. Another 16.1% believe it has remained unchanged, and 3.5% say it has decreased. Another 5.2% were unsure.

Among those with whom respondents most often associate high levels of corruption:

• 59.0% – the President of Ukraine and his entourage (Office of the President);
• 54.7% – the Verkhovna Rada of Ukraine and people’s deputies;
• 48.2% – law enforcement and judicial system;
• 38.9% – the Cabinet of Ministers of Ukraine and the government;
• 37.0% – oligarchs and big business;
• 34.4% – individual ministries, including defense and energy;
• 34.3% – local authorities and local self-government bodies.
