The head of the Verkhovna Rada’s Finance Committee, Danylo Hetmantsev, announced that Ukrainians have been warned about the serious consequences of transferring their bank cards to other persons. Violators are planned to be entered into a special register of droppers, after which they may have their financial transactions restricted and even their pensions blocked.

He spoke about this in an interview with ” News.LIVE “.

According to Hetmantsev, a bill is currently being prepared to create a register of dropouts — people who knowingly transfer their bank cards to third parties.

“And yes, the National Bank and the committee’s lawyer approached us to make changes to the laws regarding the creation of a drop register. That is, when a person hands over their card, and it is recorded that they hand over their card to someone, they end up in the drop register, and their financial transactions are significantly limited. They are limited to some very basic ones,” he explained.

The politician noted that after being included in the register, a person will actually be excluded from the financial system.

“Banks do not lend to her, she is actually limited in her financial life. This bill will be introduced literally in a few days. It will be registered in the Verkhovna Rada literally on Monday,” said Hetmantsev.

He emphasized that the new regulations are aimed not only at combating tax evasion, but also at stopping criminal schemes that use dropouts.

“Drops are used for drug trafficking. This is the main scheme. Drops are used for terrorism, money transfers. In other words, this is a huge disaster that must definitely be fought,” the MP emphasized.

Hetmantsev also noted that most people who hand over their cards are aware of the risks.

“As a rule, she knows. She may not know the nature of this operation. But if I approach you and say: give me a card, I will use it and pay a thousand hryvnias for it. You can predict in your mind that I will not buy ice cream. That is, I want to do something bad,” he gave an example.

The politician appealed to citizens to never hand over their bank cards.

“And you shouldn’t give your card to anyone. By the way, I want to appeal to our viewers. Never give your card to anyone. You will then be listed on the dropper register, you won’t be able to get a pension, even if you earned somewhere on the edge of your card,” the committee chairman warned.

Hetmantsev also added that in the future, banks will be able to completely limit the capabilities of such individuals even after opening new accounts.

“My understanding is that in the future, a person whose card was included in the drop register will either not be able to open a new card, for example, at another bank, or if they do open one, the functions of their card will still be very limited. We are talking about limited payments,” he concluded.

We remind you that in certain cases , transferring funds through person-to-person (P2P) bank accounts may result in a fine of up to 34 thousand hryvnias or blocking of the account.

It is known that since February 2025, Ukraine has had limits on card transfers of 150 thousand hryvnia per month for funds from unconfirmed sources, and from June 1, the limits may already be 100 thousand hryvnia per month.
