Ukrainians will be able to undergo a free medical examination – how to do it

From January 1, 2026, Ukrainians who have reached the age of 40 will have the opportunity to financially cover the cost of a preventive medical examination.
This was announced by the Minister of Health Viktor Lyashko during a telethon, “Your City” reports .
According to him, a month after turning 40, users will receive a push notification in the “Diya” application, notifying them of access to the national check-up program. It covers three main areas: cardiovascular diseases, diabetes, and mental health.
“We are starting with these areas, because scientific data confirms the effectiveness of early detection of such diseases. This allows us to reduce treatment costs and improve the quality of life of patients,” Lyashko explained.
After receiving the notification, citizens will be able to choose a medical facility from a special list that meets state standards and provides the necessary laboratory and instrumental examinations.
The check-up will be financed through a special card with funds for a certain period. The specific amount has not yet been announced, but the minister noted that it will be sufficient and agreed with leading specialists from public and private clinics.
If diseases requiring outpatient treatment are detected during the examination, patients will be able to receive free medications under the “Affordable Medicines” program.
Main provisions of the program:
- free annual examination (cost — 2,000 UAH, covered by the state);
- the ability to independently choose a medical facility for a check-up;
- taking surveys through the “Diya” application;
- formation of a personal “health passport” with conclusions and recommendations;
- receiving an electronic prescription for free medicines.
The program involves not only early detection of diseases, but also control of risk factors for people with cardiovascular diseases and diabetes.
The National Health Service of Ukraine will monitor the entry of screening results into the electronic healthcare system.
The state budget has allocated 10 billion hryvnias for the implementation of the program.
Recall that on October 22, the Verkhovna Rada of Ukraine adopted the State Budget for 2026 in the first reading .
It was also previously reported that in the draft State Budget-2026, defense spending was increased by only 1.5% , although this area is funded less than half of the needs. On the other hand, funding for the State Bureau of Investigation, which is responsible for prosecuting military personnel, was increased by 23%.
