Under what conditions can Russia end the war: US General Hodges outlined three key steps

Retired US Lieutenant General Ben Hodges said that Russia’s war against Ukraine can only end if a number of key conditions are met. These include undermining the Kremlin’s war-fighting capabilities, real support for Ukraine from Europe, and the internal stability of the Ukrainian state.

Ben Hodges noted that the first condition for ending the war is for Vladimir Putin to realize that he cannot win the war against Ukraine. In his opinion, this can be achieved by destroying Russia’s oil and gas infrastructure, which provides the Kremlin with the financial resources to continue the fighting.

“The only option to end the war is when Putin realizes he can’t win,” said Ben Hodges.

The second condition, the general called clear and practical support for Ukraine from European countries. He emphasized that symbolic gestures are not enough, and Europe must demonstrate its position with concrete actions in support of Kyiv.

“This is not about words or photos, but about real steps that will show that Europe stands on Ukraine’s side,” said Ben Hodges.

The third condition , according to the general, is the internal transformation of Ukraine according to the Israeli model or a combination of the Israeli and Finnish approaches. This assumes the presence of a strong industrial base, reserves for rapid mobilization, and full readiness of society to defend the state.

“Ukraine must be ready to constantly defend itself, with a strong economy, reserves, and a cohesive society,” said Ben Hodges.

He also emphasized the importance of Ukraine’s membership in the European Union, noting that the destruction of Russia’s ability to wage war, strong support from Europe, and the invincibility of the Ukrainian state remain key.

Earlier, Ukrainian President Volodymyr Zelenskyy announced that the next talks between Ukraine, the US, and Russia in Abu Dhabi would be held on February 4 and 5. Later, the media pointed out that the reason for postponing the talks could be a meeting between US and Russian representatives in Florida.

Recall that the Special Representative of the President of the United States, Steve Witkoff, stated that the meetings in Florida with the Russian Special Representative, Kirill Dmitriev, were productive and constructive. The talks took place within the framework of the US mediation efforts to promote a peaceful settlement of the war in Ukraine.
