United Russia will receive a record 355 seats in the Russian State Duma.

With 95.18% of the election protocols processed, the ruling United Russia party could secure 355 seats in the State Duma. This would be the party’s greatest ever result.

This was stated by the head of the Central Electoral Commission of Russia, Ella Pamfilova, as quoted by the Russian propaganda publication RBC.

According to the Russian Central Election Commission, United Russia received 57.83% of the vote. The Communist Party of the Russian Federation received 13.81%, the Liberal Democratic Party of Russia received 8.98%, New People received 7.96%, and A Just Russia received 4.96%, failing to clear the 5% threshold.

The preliminary distribution of seats is as follows: United Russia – 355, the Communist Party of the Russian Federation – 40, the Liberal Democratic Party of Russia – 25, and New People – 20. Thus, Vladimir Putin’s party retains its constitutional majority in the State Duma. The final results are expected to be announced after any appeals have been reviewed.

Following the announcement of preliminary results, United Russia General Council Secretary Vladimir Yakushev stated that 86 participants in the war against Ukraine could be included in the new State Duma.

Subsequently, the Russian news agency RIA Novosti deleted the report containing this statement at the request of the party’s press service, explaining this as a “clarification of data.”

Later, the state news agency TASS reported that 49 war veterans, according to preliminary data, could receive mandates from United Russia.

Elections to the State Duma of the Russian Federation took place from September 18 to 20, including in the temporarily occupied territories of Ukraine.

The Ukrainian Ministry of Foreign Affairs stated that it does not recognize either the holding of these elections or their results in the occupied territories. The Ministry noted that the Russian vote there does not create any legal basis for extending Russia’s jurisdiction to Ukrainian territories.

Russia also did not invite OSCE observers to the elections. According to Reuters, the vote took place amid the ongoing war against Ukraine, and the final distribution of mandates is still awaiting official approval.
