US “hell sanctions”: which countries may fall under new tariffs

The Ukrainian President’s Commissioner for Sanctions Policy, Vladyslav Vlasyuk, has named the countries that could be subject to tariffs after the US President signs the “Graham Act.” These include possible duties of up to 100% on imports from countries that purchase significant amounts of Russian energy or help circumvent sanctions.

According to Vlasyuk, potential targets of tariffs include China, India, and Turkey. In the first eight months of 2026, they imported 585 million, 453 million, and 44 million barrels of crude oil from Russia, respectively.

Hungary and Slovakia may also be added to the list after the relevant data is updated. At the same time, the law provides for certain exceptions, and the US president can waive the application of tariffs subject to Congressional approval.

Vlasyuk separately drew attention to the import of Russian liquefied natural gas to Europe. In January-August 2026, France imported 4.3 million tons of Russian LNG, Belgium – 3.06 million tons, and Spain – 2.77 million tons.

“The risk of tariffs being applied to European buyers will also depend on their fulfillment of import reduction commitments and statutory exceptions,” he noted.

According to him, special attention should be paid to supplies of petroleum products from third countries, which can help Russia compensate for the fuel shortage. In the first 8 months of 2026, 673 thousand barrels of gasoline from India, 325 thousand from Morocco, 309 thousand from Turkey, and 186 thousand barrels of diesel from Egypt were shipped to or from Russia by sea.

Vlasyuk stressed that the energy component of the bill aims to reduce Russia’s revenues from energy sales. Another important area, he said, is sanctions against companies and intermediaries that help Russia obtain components and technologies for weapons production.

The practical effect of the “Graham Act”, according to Vlasyuk, will depend on how the US administration uses the powers granted to it.
