War crimes under cover: how the occupiers hide stormtroopers in ambulances and school buses

The Russian military uses civilian transport to move personnel and camouflage drone control points.

According to the analytical department, fighters from the “Akhmat” units associated with Ramzan Kadyrov are being transported in ambulances, and buses, including school buses, are being converted for the work of UAV operators.

The analytical department received video and photo materials that record the transportation of fighters of the “Akhmat” units by ambulance.

It is worth noting that the use of ambulances by the occupiers to transport personnel is a gross violation of international humanitarian law and qualifies as a war crime.

According to the Geneva Conventions, medical transport is intended exclusively for humanitarian functions, namely: the evacuation of the wounded, sick and the transportation of medical personnel or equipment.

In turn, the use of the protective status of medical transport or the Red Cross/Red Crescent emblems for the conduct of hostilities or the transport of healthy military personnel and weapons is expressly prohibited by Article 37 of Additional Protocol I.

Such actions by the occupation forces fall under the jurisdiction of the International Criminal Court in accordance with the Rome Statute, as they undermine the system of protection of humanitarian missions and put genuine medics and the wounded at risk.

Please note that ambulances enjoy complete immunity. However, if they are used for military purposes, they lose their protected status and become a legitimate military target.

I would like to draw special attention to the use by the Russian military of buses converted into mobile UAV operator stations. This tactic allows the occupiers to covertly move military infrastructure and make it difficult for the Ukrainian Defense Forces to detect it.

The occupiers are taking this step deliberately.

This is a covert movement, the mobility of the control points of UAV operators, which makes it impossible for the Defense Forces of Ukraine to detect it.

If Ukrainian forces destroy such a UAV control point, Russian propaganda uses footage of a crashed yellow bus to create fakes about “Ukraine’s strikes on civilians and children” in front of the international community.

According to operational information, some of the buses used by the occupiers as mobile UAV operator stations are school buses. These vehicles were purchased when the relevant territories were under Ukrainian control to transport children.

Disguising military drone control points as school buses directly endangers real civilian buses and children in the frontline zone. Occupiers use the presence of stealthy objects or markings to protect their military forces from attack. This is expressly prohibited by Art. 28 of the Fourth Geneva Convention.

Furthermore, the forced seizure of Ukrainian school buses in the temporarily occupied territories and their subsequent conversion for military purposes constitutes an unlawful appropriation of civilian property not caused by absolute military necessity.

Currently, the Ukrainian Defense Forces control a significant part of the occupiers’ logistical routes, which forces Russian units to look for ways to disguise their movements.
