Wasted over 6.6 million hryvnias: Vyshgorod mayor finds himself at the center of a corruption scandal

The Prosecutor General’s Office has reported suspicions against Vyshgorod Mayor Oleksiy Momot and the director of a contracting company of misappropriation of budget funds through abuse of office. The total amount of losses exceeds 6.6 million hryvnias.

According to the Kyiv Region Prosecutor’s Office, in the first months of Russia’s full-scale invasion, city council officials, under the pretext of meeting the needs of the volunteer formation, organized the purchase of two backhoe loaders for a total of UAH 7.8 million.

The investigation established that the equipment was purchased through a controlled enterprise that had neither the production capacity nor the financial capacity to fulfill the contract.

The purchase price turned out to be overstated by approximately 800 thousand hryvnias for each excavator. Despite this, the acceptance and transfer certificates were signed, and the money from the city budget was transferred. However, the equipment arrived only a few months later and was entered into the balance sheet of the municipal enterprises. As a result, the community budget suffered losses of more than 1.6 million hryvnias.

Another fact of illegal actions is related to dredging works of a reservoir – a storm sewer sump in Vyshgorod. According to the investigation, the mayor, knowing about the contractor’s failure to perform the work, signed acceptance certificates and initiated the transfer of funds. Thus, more than 5 million UAH was illegally transferred from the city budget to the company’s account.

As a reminder, NABU and SAPO opened materials on a high-profile case of fraud in the supply of food to the Ukrainian army . Investigators found that companies earned excess profits by manipulating prices in a special catalog.

As reported, prosecutors reported suspicions against three officials of the Kyiv Aviation Institute in embezzling over 16.6 million hryvnias of budget funds. The officials organized a scheme of fictitious employment of 89 people, whose salaries were withdrawn and appropriated.
