“We were being treated for tuberculosis”: a family in Khmelnytskyi region killed and ate dogs

Lawyers from the UAnimals organization have filed a police report for animal cruelty. Animal rights activists said that a family from Khmelnytskyi region kills and eats dogs.
This is stated in the organization’s post.
“We learned about this terrible story from posts by local resident Hanna Shmyglyuk in July of this year. According to the woman, her neighbors brutally kill and eat dogs. Hanna saw one of these cases with her own eyes,” the activists noted.
In turn, the neighbors assured that they use this method to treat tuberculosis.
Animal rights activists filed a complaint with the Main Directorate of the National Police in Khmelnytskyi Oblast in July 2025. The offense was classified as cruel treatment. The sanction provides for imprisonment for a term of 2-3 years with confiscation of the animals.
However, as UAnimals emphasized, the animals in the yard were not taken from the suspects. At the same time, the eyewitness claims that law enforcement did not include body camera video in the case. According to her, the footage shows traces of blood and other dogs in the yard.
“UAnimals lawyers note the incorrect qualification of the case. Several animals were injured, and the crimes were committed with particular cruelty, so the case should be qualified in accordance with Part 3 of Article 299 of the Criminal Code. Here the punishment is more severe – 5-8 years behind bars and confiscation of the animals. Unfortunately, only the victim can apply for requalification. The police did not recognize the eyewitness to the crime, Hanna, as a victim,” the animal rights activists said in a post.
The Khmelnytskyi Regional Prosecutor’s Officeinformed that they have begun procedural management in criminal proceedings on the fact of animal cruelty.
The basis for entering information into the Unified Register of Pre-Trial Investigations was information about the killing of dogs published on a social network.
“In order to verify the indicated fact, a set of necessary investigative and procedural actions was carried out. In particular, the applicant and other witnesses were questioned, the homes of the residents she indicated were inspected, and appropriate examinations were ordered,” the press service of the prosecutor’s office added.
However, at present, the facts of animal cruelty have not been confirmed.
Earlier, a 31-year-old Kyiv resident kicked a dog and then threw it down the stairs . The dog died from multiple injuries, and the man received 7 years in prison for the brutal murder of the dog.
