What documents are needed to leave Ukraine for men aged 18-22: full list

The State Border Service of Ukraine has clarified the conditions for crossing the border for men aged 18 to 22. In addition to a foreign passport, citizens of this category will need to have military registration documents with them – in paper form or in digital format via the “Reserve+” application.
This was announced on the air of “Pershy” by the spokesman for the State Border Service of Ukraine Andriy Demchenko.
At the same time, he emphasized that the new order will come into force only after the official publication of the relevant government resolution. Until then, border guards will continue to operate according to the current rules.
“The resolution has not yet been made public. We are waiting for its text, and only after that will we be able to fully talk about the implementation of the changes,” Demchenko noted.
Separately, the State Border Service of Ukraine emphasized that the new rules will not apply to men who hold positions in state or local government bodies. This category is only allowed to travel on official business trips.
“If a man aged 18-22 is a civil servant, he is still allowed to cross the border only if he has a confirmed business trip,” the spokesman added.
The Border Guard Service also reminded that even after the new rules come into force, individuals may still be refused entry to the border. This applies to cases where a person is subject to a travel ban imposed by a court or other authorized body.
Lawyer and military lawyer Taras Borovsky confirmed that after the publication of the changes, no additional decisions from the authorities will be needed.
“The Cabinet of Ministers’ resolution itself changes the procedure for crossing the border – it will be an independent, full-fledged regulatory legal act. No other decrees or orders will be required,” the lawyer explained.
However, according to him, the government has not yet published the final version of the resolution, probably because the document is still being finalized.
As a reminder, Prime Minister Yulia Svyrydenko announced that the Cabinet of Ministers has adopted a resolution that allows Ukrainian men aged 18 to 22 to cross the state border without hindrance, even during martial law.
As reported, men aged 18 to 22 will need to have a military registration document to travel abroad.
