What does the agreement between Ukraine and the US on the purchase of weapons entail: Umerov’s explanation

A delegation from the National Security and Defense Council and the Ministry of Defense visited the United States to hold technical negotiations on signing an agreement to purchase Ukrainian drones.
This was announced by the Secretary of the National Security and Defense Council, Rustem Umerov.
According to him, the implementation of the agreement will allow for the creation of joint production facilities in Ukraine and the United States.
The Ukrainian delegation held a series of meetings with Pentagon officials, Congress, and military personnel from all branches and types of the US military. In particular, they discussed the possibility of deepening strategic cooperation and filling the excess capacity of Ukrainian enterprises that manufacture drones by selling some of the products, as well as their further joint modernization and development of new platforms.
“Today, Ukraine is a world leader in drone technologies, and our experience is of high interest among allies. We are talking not only about air systems, but also about sea drones and ground robotic complexes, in the development and application of which Ukraine has unique practical experience,” Umerov emphasized.
Among other things, the PURL mechanism and supply plans for 2026 and the potential for increasing volumes were discussed in the US.
It was previously reported that Donald Trump and Volodymyr Zelenskyy discussed a “mega deal” under which the United States would purchase Ukrainian drones in exchange for the opportunity for Ukraine to purchase American weapons.
Later, Prime Minister Yulia Svirydenko noted that the agreement would allow the US to purchase Ukrainian drones .
