What is NATO’s role in the negotiations on the war in Ukraine: diplomats’ explanations

The head of Ukraine’s mission to NATO, Alena Getmanchuk, stated that the North Atlantic Alliance is actively involved in negotiations to end the war in Ukraine. This includes both direct participation in discussing security guarantees and an indirect role through the coordination of military assistance.

According to Getmanchuk, NATO has become a full participant in the processes related to the end of the war, thanks to the leadership of the Alliance’s Secretary General Mark Rutte. She emphasized that NATO’s involvement is not limited to strengthening Ukraine’s defense.
“This is not only about strengthening our defense, but also automatically about strengthening our negotiating position,” said Getmanchuk.
The diplomat noted that NATO is participating in the formation of the infrastructure of security guarantees and in political decisions on ending the war. According to her, the Alliance has begun to fully participate in the meetings of the so-called “coalition of the willing.”
“From the point of view of developing the infrastructure of security guarantees and generally political decisions regarding the end of the war, NATO has begun to fully participate in the meetings of the ‘coalition of the willing’,” she said.
Hetmanchuk emphasized that this was a significant change for the Alliance, as previously NATO and the “coalition of the willing” operated separately.
“This has changed dramatically: the NATO Secretary General participates in meetings of coalition leaders, and his head of office, Jeffrey Van Leeuwen, is present at the corresponding meetings of national security advisors,” the head of the mission noted.
She also reported that NATO Supreme Allied Commander Europe, General Alexus Hrinkiewicz, is participating in meetings dedicated to the military component of security guarantees.
“And since Hrinkevich has a dual position and is the commander of the US European Command, he is directly involved in the discussion of what American support should be for the multinational forces that will be deployed in Ukraine after the cessation of active hostilities,” said Getmanchuk.
According to her, NATO is thus involved in peace processes both directly through participation in negotiations and indirectly through coordination of the supply of military assistance to Ukraine, which strengthens its defense capabilities and negotiating position.
Earlier, President Volodymyr Zelenskyy said in Davos that a key agreement on security guarantees for Ukraine is ready and awaiting signing . According to him, the document is a basic agreement, after which technical and procedural steps for implementation will remain.
