In 2025, the state set the minimum pension for combatants at 210% of the subsistence minimum for disabled persons. Including allowances, the guaranteed payment is 5,528 hryvnias per month.

The state guarantees combatants a monthly pension payment, which cannot be lower than the specified minimum. If the calculated pension is lower, the difference is compensated by targeted state assistance.
The Pension Fund notes that in 2025, the minimum pension for disabled people is set at 210% of the subsistence minimum for persons who have lost their ability to work. The actual amount of the payment, taking into account all allowances, is 5,528 hryvnias .
In addition to the basic pension, combatants are entitled to additional payments . In particular, a monthly allowance of 25% of the subsistence minimum , a targeted housing allowance of 40 hryvnias, as well as one-time payments for public holidays are provided.
The Pension Fund also reminds that the size of the pension is affected by the length of service and the financial support from which contributions were paid. This includes allowances, bonuses, and payments for military rank.
Service in a combat zone is taken into account separately. It is counted according to the preferential principle, when 1 month of service is equal to 3 months of insurance experience, which can significantly affect the final amount of pension payments.
To apply for a pension, combatants can submit documents to the Pension Fund in person or via their online account. To do this, you will need a passport, identification code, UBD certificate, documents proving service, and a certificate of financial support.

The authorities hope that the European Commission will allow the use of European support money for defense needs to cover the deficit, but it is also necessary to significantly cut “unnecessary expenses” such as “marathons and cashbacks.”
