What will change for Ukrainians from August: new rules, payments and restrictions

A number of important changes will come into effect in Ukraine on August 1, affecting entrepreneurs, internally displaced persons, critical businesses, government support programs, and social benefits. In addition, new initiatives for parents of schoolchildren will launch during the month, and updated rules for the sale of cosmetics will come into effect.
Government programs are ending
By August 1, Ukrainians must use the funds received under the ” National Cashback” , ” Winter Thousand” and ” Cashback on Fuel” programs. Unused money after the expiration of the programs will be returned to the state budget.
Critical businesses need to confirm status
Businesses that have critical status must re-confirm it by August 10. At the same time, starting September 1, companies may lose the right to reserve employees if the average salary of employees is lower than 25,941 hryvnia.
New requirements for sole proprietors
From August 14, updated rules will be introduced for individual entrepreneurs. In particular:

- the annual income limit for the first group will be up to 600 thousand UAH, for the second and third – up to 3 million UAH;

- banks may limit the number of accounts to three if the client cannot confirm the origin of the funds;

- By August 10, individual entrepreneurs must submit quarterly reports on personal income tax, military levy, and social security contributions.
Some IDPs will lose the right to a housing voucher
Starting from August 1, the conditions for receiving a housing voucher for up to 2 million hryvnias for internally displaced persons will change. Citizens who sold or donated their housing after February 24, 2022, already received a preferential mortgage under the “eOselya” program, or registered in temporarily occupied territories after their occupation will not be able to use the program.
A new stage of the “Student Package” program begins
Starting August 3, parents of future schoolchildren will again have the opportunity to apply for 5,000 hryvnias under the “Student Package” program.
Requirements for the sale of cosmetics are being tightened
Also, starting August 3, new cosmetic products will be allowed to be sold only after passing a safety check and official state registration.
Independence Day payments
In August, certain categories of citizens will receive a one-time cash assistance for the Independence Day of Ukraine:

- persons with disabilities as a result of the war — from 2,700 to 3,100 UAH depending on the group;

- participants in hostilities — 1000 UAH ;
-
- family members of deceased defenders — 650 UAH .
Solar eclipse
On August 12, Ukrainians will be able to observe a total solar eclipse. The maximum phase of this astronomical phenomenon is expected at 20:18. At the same time, the total eclipse will not be visible in Ukraine – it will be possible to observe it only in certain regions of the world through online broadcasts or recordings. If you plan to mention it in the news, it is worth clarifying this point so as not to create the false impression that the phenomenon will be visible throughout Ukraine.
It was previously reported thatUkrainian President Volodymyr Zelenskyy signed laws extending martial law and general mobilization . Their effect has been extended at least until October 31, 2026.
