New rules for calculating and paying social assistance for people with disabilities have been in effect in Ukraine since 2025. The Pension Fund has explained in which cases certificates will have to be changed, and when they remain valid without changes.

The PFU clarifies that certificates issued by social security authorities before July 1, 2025, will be valid until their expiration date or can be replaced only at the person’s request.

This is enshrined in Cabinet Resolution No. 695. Thus, early replacement is not mandatory if the document is valid.

At the same time, there are also cases when a replacement is still necessary. In particular, if the certificate is lost, damaged, or simply worn out. Also, in the event of a transfer to another type of pension or when data related to guardianship or care changes.

To apply for a new certificate, you must apply to the Pension Fund with an application and provide a package of documents: passport, identification code, two photos measuring 2.5×3 cm, and a sample signature (for the electronic version of the certificate).

Thus, Ukrainians with valid documents should not worry: they are up-to-date, and replacement will be needed only in certain cases.

Recall, it was previously reported that in 2026, Ukraine plans to increase the minimum pension from UAH 2,361 to UAH 2,595 . However, as analysts admit, even after the increase, this amount will remain several times less than the real subsistence minimum.

The government also assures that the issue of raising the retirement age is not currently being considered . However, some changes to pensions are still planned.
