When will the special tribunal for crimes of aggression of the Russian Federation start working: the Council of Europe has given an answer

The Secretary General of the Council of Europe, Alain Berset, suggested that a special tribunal regarding Russian crimes against Ukraine could become operational in 2026.

The Secretary General recalled that Ukrainian President Volodymyr Zelensky visited Strasbourg in June, where they signed an agreement between the Council of Europe and Ukraine on the establishment of the tribunal. After that, Berset emphasized, active preparatory work began.

“We are ready to activate the advanced team to prepare all the necessary components for the Tribunal. I am talking about legal instruments, infrastructure, personnel. And we are now trying, and I hope that it will soon be possible, to finance this first step,” the official said.

However, the launch of the special tribunal will only be possible after accession and active cooperation from partner states.

“This can be launched as soon as states actively engage in this direction, with a budget and also with the ratification of an expanded partial agreement that will allow states to join,” the Secretary-General explained.

Berce added that, given this, it is difficult to determine an exact date for the tribunal to start working. However, when asked whether it could start working in 2026, Berce noted that “it is not entirely in our hands.”

We will remind, a group of states to establish a special tribunal on the crime of Russian aggression against Ukraine has completed the preparation of technical and legal documents for its launch on the basis of the Council of Europe.

By the way, the Western allies have agreed on a key principle for the work of the future Special Tribunal for the crime of aggression against Ukraine – Vladimir Putin will not be tried in absentia while he remains the president of Russia.
