According to a diplomatic source in the European delegation, it was Moscow that insisted on this sequence — first negotiations between Kyiv and the Kremlin, and only then a broader format.
Although the Kremlin has not officially confirmed any details, a US administration official said that a likely venue for the summit could be Hungary, a country that maintains working channels with both sides.
German Chancellor Friedrich Merz, commenting on the situation, noted that negotiations between Zelensky and Putin are planned for the next two weeks.
