Who is entitled to additional payments for caring for a child with a disability: clarification from the Pension Fund

The Pension Fund of Ukraine (PFU) has published clarifications regarding the additional payment for childcare. The allowance is provided for parents, guardians and some other categories of citizens who provide constant care for a child with a disability or serious illness.

This was reported by the press service of the PFU.

The department emphasized that the right to receive the allowance is granted to parents, adoptive parents, and official guardians of children who require constant care. In addition, non-working pensioners, as well as persons with disabilities of groups I or II, can apply for it – provided that their health allows them to perform the functions of a caregiver.

To arrange a payment, you must contact the Pension Fund body with an application and provide a package of documents, including:

  • medical opinion on the child’s need for care,
  • documents confirming family ties or guardianship status,
  • unemployment certificate, if it applies to a specific applicant.

The amount of the supplement is determined individually and is added to the basic pension or social assistance. At the same time, the Pension Fund draws attention to the fact that the payment is not assigned automatically. It must be issued separately, and in the event of a change in the child’s health, medical documents must be updated.

By the way, new rules for accrual and payment of social assistance for people with disabilities have been in effect in Ukraine since 2025. The Pension Fund explained in which cases certificates will have to be changed, and when they remain valid without changes.

Recall, it was previously reported that in 2026, Ukraine plans to increase the minimum pension from UAH 2,361 to UAH 2,595 . However, as analysts admit, even after the increase, this amount will remain several times less than the real subsistence minimum.
